MOH Unveils Seven Transformation Programs to Achieve Goals of Health IT Master Plan

At Singapore’s 9th National IT Summit on May 30, Minister for Health Gan Kim Yong unveiled seven transformation programs intended to help the Ministry of Health achieve the goals of the Health IT Master Plan (HITMAP). First developed in mid-2013, HITMAP had become the strategic IT master plan for utilizing the latest advancement in IT to make the provision of healthcare in Singapore cheaper, better, and faster. The Minister of Health hopes to achieve this goal by effecting three key shifts in the healthcare system, namely moving beyond quality to value, moving beyond hospital to community, and moving beyond healthcare to health. The seven transformation programs unveiled at the 9th National IT Summit are Population Profiling, Population Enablement, Prevention and Continuity of Care, Provider Care & Operations Excellence, Healthcare Financial Excellence, Policy & Public Health Workbench, and IT Foundation & Resiliency. Each of these programs has at least one enabling platform. For example, the enabling platform for both the Population and Policy & Public Health Workbench programs is the Business Research Analytic Insight Network (BRAIN), which provides common analytics toolsets for those in business and research, while the Population Enablement program has several enabling platforms, including HealthHub, Teleheatlh, and Health Marketplace. Other enabling platforms include the National Electronic Health Records (NEHR) and the Care & Case Management System (CCMS) for the Prevention and Continuity of Care program, and the Health Cloud (H-Cloud), which is single platform for clinicians to access, analyze, and update patient electronic medical records.

The Ministry of Health is likely also aiming for Singapore’s HITMAP, which has set a course for better integration of IT into the city-state’s healthcare sector through 2021, to bolster the city-state’s competitiveness in medical tourism. Rising costs in Singapore’s healthcare sector have been eroding the city-state’s competitiveness compared to other countries in the region, such as Malaysia. However, utilizing the latest advancements in IT will help increase the efficiency of the healthcare system while bringing down costs by increasing ease of access to patient’s medical histories and helping doctors reduce the number of unnecessary procedures. During his speech at the National Health IT Summit, Minister Gan announced that the Ministry of Health was developing prototypes "of smart wards integrated with smart logistics for what we hope will be hospitals of the future," and that "[i]n line with the shift beyond hospitals to the community, we will also look into robotics-assisted home care." As HITMAP helps put Singapore’s healthcare system on the path to being one of the most IT-enabled healthcare systems not only in the region but in the world, according to Mr. Bruce Liang, CEO of Integrated Health Information Systems (IHiS), it will likely serve as a basis for what the Government of Singapore hopes will be a regained competitive advantage in the medical tourism industry.

K.T. McFarland Formally Nominated to be U.S. Ambassador to Singapore

On June 15, President Donald Trump formally nominated Kathleen Troia (K.T.) McFarland to be the next Ambassador Extraordinary and Plenipotentiary of the United States of America to the Republic of Singapore, according to a White House press release. McFarland served as Deputy National Security Adviser in the Trump administration until she stepped down in April amid a reorganization of the National Security Council (NSC), which was prompted by the resignation of National Security Adviser Michael Flynn and his replacement by current National Security Adviser H. R. McMaster. Prior to joining the Trump administration, McFarland had been a national security analyst for the Fox News Channel since 2010 and had worked under three Republican Administrations. The U.S. Senate will need to confirm her nomination before she can take up the post of U.S. Ambassador to Singapore.

Singapore Completes 1MDB Investigation

The Monetary Authority of Singapore (MAS) completed its two-year investigation of banks involved with the strategic development 1Malaysia Development Berhad (1MDB) on May 30. Credit Suisse and United Overseas Bank (UOB) now face financial penalties in the wake of the investigation for improper handling of transactions related to 1MDB. The investigation showed breaches of anti-money laundering requirements and control lapses relating to poor screening of these transactions. Credit Suisse and UOB were fined and have since pledged to strengthen their money laundering regulations as instructed by MAS. MAS has now shut down BSI Bank and Falcon Bank and imposed S$29.1 million (US$21 million) in total against BSI Bank, Falcon Bank, DBS, UBS AG, Standard Chartered Bank, Coutts, Credit Suisse, and UOB. Four bank employees have been issued Prohibition Orders, banning them from the industry, and three more are expected soon. In addition to the individuals who received bans from working in the sector, several bankers (Jens Fred Sturzenegger, Yvonne Seah, Yeo Jiawei, and Yak Yew Chee) were also found guilty of charges related to the 1MBD scandal and received jail sentences ranging from 4 weeks to 2.5 years. MAS called its supervisory review of 1MDB-connected institutions the most extensive it has ever conducted. MAS also emphasized the extent to which it was cooperating with numerous foreign law enforcement regulators and law enforcement agencies to implicate companies in the United States, Switzerland, Hong Kong, Luxemburg, and Malaysia. MAS concluded in its statement that this investigation showed gaps in anti-money laundering surveillance and that the investigation holds key lessons for MAS and the industry. According to MAS, the Singaporean financial industry is now more aware of risks and has stronger AML controls than when the scandal occurred. MAS’s full statement can be found here.

The situation surrounding 1MDB continues to unfold with individuals and institutions from more than 10 countries allegedly involved. 1MDB has not been charged with any crimes itself and courts in several jurisdictions are still determining wrongdoing by banks and individual persons. The silver lining is a renewed focus focus by governments on strengthening the financial sectors in Malaysia and Singapore. Further, the fallout from the scandal has increased the likelihood that government will pursue new anti-money laundering regulations in Singapore, Malaysia, and elsewhere in Southeast Asia.

Public Consultation on Tobacco (Control of Advertisements and Sale) Act (TCASA)
The Ministry of Health (MOH) would like to invite the public to submit feedback on the proposed amendments to the Tobacco (Control of Advertisements and Sale) Act (TCASA). The TCASA aims to prohibits advertisements, promotions and sponsorships relating to tobacco products and their use, controls the use of tobacco products by underaged persons, and regulates the sale, packaging and trade description of tobacco products. Raising Member Company Concerns over Proposed Cloud Outage Incident Response Guidelines with Singapore Government
The Council is currently working with BSA | The Software Alliance to raise member company concerns over the adoption of Cloud Outage Incident Response (COIR) guidelines with the Government of Singapore (GOS). The Council and BSA have collected member companies’ comments on the proposed COIR guidelines and will be presenting them to the GOS before the end of the public consultation period on July 13. New laws on fake news to be introduced next year: Shanmugam Channel NewsAsia 19th Jun 2017
New laws to regulate Singapore’s online space and tackle the spread of fake news are expected to be introduced next year, said Law and Home Affairs Minister K Shanmugam on Monday (Jun 19). Speaking at the start of a two-day forum on news credibility organised by the Straits Times and the World Association of Newspapers and News Publishers (WAN-IFRA), Mr Shanmugam said consultations with stakeholders such as media professionals on the legal framework will be held in the second half of this year. "In some way, (the legislation has) got to achieve working with technological platforms to de-legitimise fake news, to help people identify what is fake news. And then where it is done with malice or for-profit, or deliberately spreading fake news, we have to find ways in which it is dealt with and the people who spread such fake news are also dealt with," said Mr Shanmugam. The Government will also study the experiences of other countries in forming legislation on fake news, he added. One example he cited was the UK, where a parliamentary committee is looking into laws such as whether social networks should be held responsible for inappropriate content including fake news. The minister shared the results of a government poll in May which showed that more than 90 per cent of Singaporeans supported stronger laws to remove or correct fake news.

Prime Minister Lee Hsien Loong issued a statement on Monday (Jun 19), apologising to Singaporeans for the dispute between him and his siblings over the house of their late father, Mr Lee Kuan Yew, at 38 Oxley Road. PM Lee said he deeply regrets that the dispute has affected the country's reputation and Singaporeans’ confidence in the Government, adding that the matter will not distract him and his Cabinet from governing Singapore. The Prime Minister also said that he will make a ministerial statement to refute the allegations, when Parliament sits on Jul 3.

Singapore’s Prime Minister Lee Hsien Loong on Monday apologised to citizens for the embarrassment the bitter public feud between him and his siblings had brought to the city state, and vowed to refute their allegations that he abused his executive power. The premier – whose People’s Action Party (PAP) has for decades held a parliamentary supermajority – said he would grant government MPs a free vote when he gives the issue a full airing in the legislature on July 3. Such a move is rare in Singapore. The PAP, in power since 1959, was co-founded by the three siblings’ father Lee Kuan Yew, who is credited with shaping the tiny nation into one of the world’s wealthiest and stable places within a single generation. The three are the children of the Lion City’s revered founding leader Lee Kuan Yew. The patriarch died in March 2015 after a near five decade political career, which he held the premiership for 31 years. The two younger siblings Lee Hsien Yang, 59, and Lee Wei Ling, 62, allege that the premier abused his powers to prevent them from demolishing the family home – one of the patriarch’s final wishes he included in his final will. The abuse of power allegations made by his two siblings have “hurt Singapore’s reputation and Singaporeans’ confidence in the government,” the premier said in a video statement that was aired on the state broadcaster Channel NewsAsia at 7.30pm. “As your prime minister, I apologise to you for this. As the eldest of the siblings, it grieves me to think of the anguish that this would have caused our parents if they were still alive,” Lee said in the statement, in which he appeared sombre. The 65-year-old premier said his ministerial statement in parliament would “refute the charges”.

Singapore plans to drive e-commerce within the region when it chairs the Association of Southeast Asian Nations (ASEAN) next year. This was highlighted as a priority on Monday (Jun 19) by Senior Minister of State of Trade and Industry Koh Poh Koon at the inaugural Digitize ASEAN Conference organised by the Singapore Business Federation.Dr Koh said that the digital economy in ASEAN could grow to US$200 billion (S$277 billion) over the next 10 years, with e-commerce accounting for US$88 billion. "E-commerce is the new reality for businesses today," said Dr Koh. "Singapore will work with the rest of ASEAN to streamline regional trade rules governing e-commerce to promote greater digital connectivity and lower operating barriers to entry." He added: "This will enhance the regional trade architecture for e-commerce, realise freer movement of e-commerce goods across Southeast Asia and support the regional expansion of companies based in ASEAN." However, there are still some concerns among companies as to how far each country is willing to open up to greater regional trade rules governing e-commerce. Mr Morgan Wee, managing partner at global recruitment firm EMA Partners International, had questions about protectionism among individual countries. “From a collaboration standpoint among all the ASEAN nations, I think it's easy to think about it in a broad brush but when it comes down to table and discussing and getting all countries to agree is a huge hurdle," he said. "(There is) a lot of protectionism in terms of e-wallets, so a question in my mind is - how far can we push this?"

Singapore Customs revises end-user statement for bulk permit users Asia Customs & Trade 19th Jun 2017
Singapore Customs has released a new version of the End-User Statement (EUS) that will be mandatory for all bulk permit users. The ruling is contained in Circular No 06/2017 dated 14 Jun 2017. The revision was made “given the feedback on the diverse nature of business operations involved in strategic goods and the accompanying uniqueness of each business’s needs” and so they “can better fulfill the requirements of Customs and businesses.”

ICC anti-piracy arm provides input to enhance reform of Singapore Customs Act Asia Customs & Trade 18th Jun 2017
The Singapore Government proposed revisions to the Customs Act for 2017 include provisions that would allow Customs to waive the mandatory submission of shipping manifests for vessels, airplanes or trains arriving in or departing from Singapore. As part of the Public Consultation process, International Chamber of Commerce’s (ICC) Business Action to Stop Counterfeiting and Piracy (BASCAP) submitted comments to flag that the discretionary waiver of the submission of shipping manifests would weaken Singapore’s ability to control the flow of counterfeit goods into the country and prevent the transhipment/transit of counterfeit and pirated goods through Singapore.

The Future of Asia 2017: Japan should invite China to join TPP, Singapore's Goh says Nikkei Asian Review 5th Jun 2017
It is up to Japan and China to drive free trade and economic integration in Asia, and they have to do it "in tandem, not as rivals," Goh Chok Tong, Singapore's former prime minister, said on Monday. On the Trans-Pacific Partnership, specifically, Goh called on Japan to take the lead and open the door for China to eventually join the pact.

Time is running out for rights holders to have their say on proposed changes to the Singaporean customs regime. Designed to increase the country’s attractiveness as a transshipment hub, one industry expert has warned that the proposed amendments to the Customs Act could have the opposite effect, and create enforcement gaps that could be exploited by those engaged in counterfeiting and other illicit activities.

Singapore invited to attend trilateral maritime patrol launch as observer Channel NewsAsia 19th Jun 2017
Singapore will attend the launch of the Trilateral Maritime Patrol (TMP) by Indonesia, Malaysia and the Philippines as an observer, at the invitation of the three member states of the joint patrols, the Ministry of Defence (MINDEF) said on Saturday (Jun 17). Senior Minister of State for Defence Dr Mohamad Maliki Bin Osman will represent Minister of Defence Dr Ng Eng Hen at the ceremony in Tarakan, Indonesia on Jun 19. In its statement, MINDEF said that Singapore the republic is supportive of the littoral states' efforts to enhance regional maritime security and counter-terrorism cooperation under the TMP. MINDEF and the Singapore Armed Forces have offered its Information Fusion Centre (IFC) to assist and facilitate maritime information sharing for the TMP, it added. The IFC has linkages to around 70 operations centres from more than 35 countries, and currently hosts 16 international liaison officers from countries such as Australia, Brunei, China, Indonesia, Malaysia, the Philippines, United Kingdom and the United States, allowing better regional coordination against maritime threats. Besides Singapore, the three member states of the joint patrols also invited Brunei to attend the launch as an observer.

Singapore has detained its first female citizen for radicalism under the Internal Security Act (ISA), said the Ministry of Home Affairs (MHA) on Monday (June 12). Syaikhah Izzah Zahrah Al Ansari, a 22-year-old contract infant-care assistant with the PCF (PAP Community Foundation) Sparkletots preschool programme, was detained in June this year.
