Vietnamese Startups on the Rise in 2017

Prime Minister Nguyen Xuan Phuc's support for entrepreneurship as a means of economic development has clearly come across as the number of startups has boomed in the first quarter of 2017. The first quarter has seen 39,580 startups enter the market, with a total registered investment of $17 billion. This marks a 14 percent increase in startups from all of 2016. One of Vietnam's more successful startups is DesignBold, which allows content creators and businesses to customize their own designs using some of their templates. DesignBold earned $130,000 in revenue within two weeks of its October 2016 launch.  

Startups have become the desired route for a couple of reasons:

  • State-owned enterprises (SOEs) have been weakened by political corruption and organizational inefficiency; a number of SOEs have been poorly management and operated on major losses - this has made it a less attractive employer
  • Lowered barrier of entrance into lucrative industries such as IT, have made startups the more accessible option for employment and financial independence

However, with this explosion of startups, new entrepreneurs face a number of challenges:

  • Financing: financial literacy, as well as unfair and unequal access to financial resources and contracts sets startups and new entrepreneurs at a disadvantage
  • Sustainability: of the nearly 40,000 startups registered in 2017, 4,057 have completely shut down operations and 27,400 have suspended operations; it should be noted that of the 110,000 registered business in 2016, more than 90 percent of them have paid taxes, indicating some stability
  • Inexperience: many startups fail simply because of poor planning or lack the education and experience to own and operate a business
  • Support system: Vietnam should develop a program or initiative to assist startups so that they are given the best opportunity to succeed. This may mean offering education or workshops, business models, and program evaluation to ensure that these startups are on track to achieve their mission statement and reach certain financial benchmarks.

Vietnam to Lift Restrictions on Foreign Investment

Vietnam will aim for a 6.7 percent GDP growth rate this year. Although this is an ambitious figure, the nation projects to raise $7 billion from the sales of share offerings from state-owned enterprises (SOEs), which will contribute to this growth. To increase the likelihood of reaching this $7 billion target, Prime Minister Nguyen Xuan Phuc stated at the Vietnam-Netherlands Business Forum on July 10 that Vietnam will lift restrictions on foreign investment in the following industries: services, telecommunication, finance, and banking. In addition, they will also raise the limit on foreign ownership levels. Foreign investors have paid closer attention to privatized firms, and invested fewer dollars into SOEs. However with the lifting of restrictions, the hope is to promote growth and investment in SOEs.

 
ADVOCACY UPDATE
 
 
The Council is preparing a submission in response to Vietnam’s new draft Law on Cybersecurity (English | Vietnamese), issued by the Ministry of Public Security. Among its wide-ranging provisions, the Law requires that foreign enterprises providing "telecommunication and/or internet services" to obtain business licenses, establish representative offices, and locate all servers "in which Vietnamese users data are administered" within Vietnam's borders; establishes a business licensing regime for entities offering “cybersecurity assurance services”; Obliges telecommunications and internet service providers to deny service to any user failing to provide “authentic personal information”; and sets a broad definition of cybersecurity, including not only national security issues but also public order and social interest, allowing for the suspension or withdrawal of the operating license for any website hosting content “contrary to the morality or the fine customs and practices.”

In order to inform enterprises about the plan for implementation of the project on managing and supervising goods at airports, on the afternoon of 4th July 2017, the General Department of Vietnam Customs held a seminar to introduce the plan. The IT system solution is to deploy a centralized information technology system for the exchange of information between Customs and air cargo companies, and related parties through the National Single Window. The seminar was attended by about 40 enterprises operating in warehouses, ports, and airlines. According to the plan, the information system supporting the management and supervision of cargoes at airports will be piloted at the Hanoi Customs Department in October 2017.

The Vietnamese energy provider had Siemens develop, design and build the facilities in the main control center in order to be able to remotely monitor and control the medium- and low-voltage grids in 21 provinces in the southern part of the country. This project will significantly improve the availability and efficiency of the distribution grids in this region and reduce power outages, thus contributing to the economic development.
