Sultan: Brunei Remains Committed to an Open and Multilateral Trade System

Sultan Hassanal Bolkiah recently attended the Commonwealth Heads of Government Meeting and stressed that Brunei remains committed to an open and multilateral trade system, challenging protectionist sentiment and anti-globalization moves. The Sultan expressed his strong support to bolster the Commonwealth’s global and regional efforts to promote growth and development. He also stated that Brunei continues to promote its trade and addressing trade barriers to allow for greater opportunities. Meanwhile Brunei’s Department of Economic Planning and Development reported an increase in the country’s total trade as of December 2017 at $B1,138.5 million (US$859.6 million), which is an increase of 33.1% compared to the previous year. The trade balance amounted to $B357.5 million (US$269.3 million), a year-on-year increase of 51.3%, of which:

  • Total exports increased by 37% year-on-year from B$545.9 million (US$412.2 million) to $B748 million (US$564.8 million), with mineral fuels as the top contributor (91.6%). The rapid expansion was attributed to increases in the volume and prices of crude oil and liquefied natural gas exports. The highest exports markets include Japan (35.7%), Singapore (17.5%), Thailand (14.7%), and South Korea (13.9%).
  • Total imports increased by 26.1% year-on-year from $B236.3 million (US$178.4 million) to $B390.5 million (US$294.8 million), comprising primarily of manufactured goods (36%), machinery and transport equipment (32.3%), and food (11.4%). The highest imports markets include China (37.4%), Malaysia (15.7%), Singapore (11.4%), and the United States (9.3%).

This development underscores Brunei’s commitment to pursue initiatives that promote prosperity and sustainability, which was also addressed at the Commonwealth Head of Government Meeting in London. Brunei’s energy sector is still the main contributor to the country’s economy, although Brunei is eager to diversify the industry further by developing its downstream sector. In an effort to address the rising fiscal deficit due to a sharp decline on oil prices, the government of Brunei had begun its diversification efforts with particular focus on opportunities in the downstream oil and gas sector; halal industry; and tourism. Brunei is also looking into expanding its ICT and business services sectors.

On March 8 in Chile, Brunei alongside 10 Asia Pacific countries also signed the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) with an aim to provide freer trade and investment access among its signatories. Despite the withdrawal of the United States, the world’s largest economy, CPTPP remains one of the largest and most modern free trade agreements in the world, representing nearly 13.5% of global GDP. CPTPP is now at the ratification stage where it must be ratified by 6 of the 11 member countries in order to go into force. Brunei and U.S. Seek to Bolster Defense Ties

On February 20 and 21, Commander of United States Pacific Command (USPACOM) Admiral Harry B. Harris Jr. paid a two-day official visit to Brunei. While in Brunei, Admiral Harris had an audience with His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam at Istana Nurul Iman. He met with other Brunei government and military officials, participated in a Ministry of Foreign Affairs and Trade Roundtable dialogue, and attended an honorary dinner hosted by the Royal Brunei Armed Forces (RBAF). Admiral Harris also presented a Legion of Merit to former RBAF Commander Pehin Datu Pekerma Jaya Major General Dato Paduka Seri Mohd Tawih bin Abdullah at a special event hosted by U.S. Ambassador Craig Allen. During his visit, Admiral Harris reemphasized the U.S. enduring commitment to promote security in the Indo-Pacific through meaningful partnership, military cooperation, and the maintenance of a rules-based international order.

According to a statement from Brunei’s Ministry of Defense, Admiral Harris’ meeting with the Royal Brunei Land Force (RBLF) set the stage for the two countries’ strengthened defense relations in the years ahead, particularly through the Cooperation Afloat Readiness and Training (CARAT), preceded by Exercise Kingfisher between the Royal Brunei Navy (RBN) and United States Navy (USN). US-Brunei bilateral relations are also reinvigorated under the multilateral framework of ASEAN Defense Ministers’ Meeting-Plus (ADMM-Plus), which includes regular military exercises and conferences. Brunei was one of the original CARAT partners and has been part of the exercise series since it began back in 1995. CARAT is a manifestation of the broader U.S.-Brunei defense relationship, which also includes annual ship visits, staff talks, and other exercises including the Southeast Asia Cooperation and Training (SEACAT) drills. The engagement reflects the continuing emphasis of both sides on developing their defense ties as well as a broader, ongoing U.S. effort to further expand its bilateral and multilateral exercises in the Asia-Pacific.
