Executive Director, U.S. ICT Council for Myanmar

Reports to: Director for Mainland Southeast Asia, US-ASEAN Business Council

Based in: Yangon, Myanmar


Formed in 2014, the U.S. Information and Communication Technology (ICT) Council for Myanmar is an industry association and advocacy group based in Yangon comprised of leading U.S. technology companies.  The U.S. ICT Council’s key focus areas include helping member companies achieve their public policy and business development goals, and supporting Myanmar’s digital development by providing capacity-building and training to government organizations and SMEs.  As of January 1, 2018, the ICT Council became an affiliate of the US-ASEAN Business Council but remains a distinct entity. The Executive Director of the U.S. ICT Council is a permanent, full-time position, responsible for every aspect of the Council’s day-to-day operations, along with developing the Council’s annual strategy and recruiting new members.


  • Represent the U.S. ICT Council to the Myanmar government, members, prospective members, the U.S. Embassy, and other key stakeholders.

  • Plan and execute senior-level engagement with policymakers, creating opportunities for ICT Council members to influence the direction of policy that will shape the technology sector in Myanmar. Priority policy areas include cybersecurity, cross-border data flows, data privacy and protection, 5G and promoting an open payments ecosystem.

  • Facilitate additional in-country engagements around government meetings with key stakeholders on policy/regulatory reform and technology adoption issues, including regional governments.

  • Draft and edit monthly updates on policy and regulatory issues, in addition to urgent updates as needed to alert members about short-turnaround consultations on draft laws and regulations.

  • Ensure members are aware of and have necessary inputs to participate in public consultations on key draft laws and regulations.

  • Develop relationships with Myanmar government and other donor partners on areas such as education and technology.

  • Facilitate meetings with key donor-funded initiatives led by the World Bank, ADB and others to provide concrete opportunities for input on draft laws/regulations being drafted prior to public consultations.

  • Manage relationships with the U.S. Embassy, USAID and its implementing partners, the American Chamber of Commerce and local IT associations such as the Myanmar Computer Federation.

  • Recruit and retain corporate members to the ICT Council.

Qualifications and Requirements

  • 1• Bachelor’s degree from an accredited university or college in a relevant field; Master’s Degree a major plus. • Fluency in English.  Proficiency in spoken and written Burmese a plus. •

  • Exposure to American companies and/or education in the USA preferred.

  • Demonstrated experience in outcome-oriented engagement with Myanmar government ministries, particularly on ICT-related policy issues.

  • Experience building and managing strategic partnerships.

  • Ability to strengthen public brand/image for the U.S. ICT Council in Myanmar and regionally. • Ability to recruit and retain corporate members of the Council.

  • Ability to obtain competitive intelligence about relevant policy and political developments impacting the technology sector in Myanmar.

  • Experience organizing events, such as training workshops and business missions.

  • Must be detail-oriented and able to plan and execute multiple activities at the same time.

  • Must be able to do basic bookkeeping and maintain reliable records of program-related expenses.

  • Strong writing skills; experience writing policy briefs and industry reports preferred.

  • Strong public speaking and cross-cultural communications skills.

  • Must be proficient in Microsoft Office software including Word, Excel, Outlook and PowerPoint.

  • Experience implementing USAID-funded and grant programs is a plus.

  • Domestic travel is required.

  • Must understand and abide by the Foreign Corrupt Practices Act of the United States and have high ethical standards.
