As part of the Council’s AI Workshop Series, the updated USABC AI Governance in Southeast Asia Report (2025 Edition) provides a concise overview of AI policy developments across ASEAN Member States. The report maps national strategies, governance structures, and emerging AI safety and regulatory initiatives across the region.

It highlights regional progress, shared challenges, and priority enablers needed to support responsible and scalable AI adoption. The report identifies four cross-cutting themes shaping AI governance in Southeast Asia:

• Strengthening national governance and coordination mechanisms for AI.
• Advancing responsible, trustworthy, and secure AI through emerging guidelines and safety efforts.
• Building data, digital, and compute infrastructure to support AI deployment.
• Supporting adoption and talent development through national AI programs and public–private collaboration.
