Bhre Socarana
Country Representative
Indonesia
Bhre is the Council’s Country Representative in Indonesia. He brings a decade of experience across government, consultancy, and legal practice, focusing on regulatory affairs and stakeholder management. Formerly in the Indonesian Government, he advised senior officials on digital policy and handled national cybersecurity incidents. He has extensive experience as a bridge-builder between government, the private sector, and non-profits. He holds an LL.M. from UC Berkeley

Bhre is the Council’s Country Representative in Indonesia. He has experience across government, consultancy, and legal practice, focusing on regulatory affairs, stakeholder management, and cross-cultural negotiation. His expertise spans from digital infrastructure to intellectual property.

Formerly in the Indonesian Government, he worked at the Ministry of Communications and Informatics (now Ministry of Communications and Digital Affairs) and the Ministry of Cooperatives, advising senior officials on digital policy and platform regulation. He was involved in handling national cybersecurity incidents affecting hundreds of government agencies and assessed digital transformation readiness for key national programs, giving him a practical understanding of how policies are implemented on the ground. He was also involved in the development of Indonesia’s legislation and policies related to the digital ecosystem.

He supported Indonesia’s OECD accession process in various areas, including the digital economy. In the private sector, through his previous roles at a public policy consulting firm based in Singapore and a law firm based in Jakarta, he has provided compliance guidance across Asia-Pacific jurisdictions and advised multinational companies on market access, technology compliance, and issues affecting the entertainment and creative industries.

Alongside his work, Bhre has long been involved with non-profit and civil society organizations. He holds a Master of Laws from the University of California, Berkeley, and a Bachelor of Laws from Universitas Gadjah Mada. He is also a licensed attorney in Indonesia and a Certified Information Privacy Professional/Europe (CIPP/E) through the IAPP.
