Cambodia Approves 2027 Draft National Budget Aiming for 4.8% GDP Growth
On October 23, Cambodia’s Council of Ministers approved the country’s 2027 draft national budget, with the total overall state budget expenditure planned to increase to approximately US$11.7 billion—of which around US$9.75 billion will be set strictly for the national budget and US$1.95 billion for sub-national administration spending. This comes as the country seeks to prioritize agendas on national defense, household livelihoods, and targeted economic growth.
According to a cabinet statement, the budget is intended to protect Cambodia’s sovereignty and territorial integrity, all while sustaining stable livelihoods of its citizens and advancing targeted growth as the government prepares to respond to uncertainty surrounding global economic volatility. The draft law outlines contributions to growth across industry, services, and agriculture: industrial activity is expected to be supported by garment and non-garment manufacturing, as well as food, beverage, and tobacco production; service-sector growth is expected to be driven by hospitality and food services, wholesale and retail trade, transport and storage, and information and communication technology; and agricultural growth is expected to come from crop production, livestock, and fisheries.
Yet, while revenue is forecast to grow faster than national-level spending, projected expenditure still exceeds the anticipated US$7.9 billion in revenue by US$1.85 billion; this gap highlights the challenge of funding policy commitments sustainably amid the International Monetary Fund (IMF) and Asian Development Bank (ADB) H2 2026 forecasts of slower growth and rising inflation in Cambodia—although the ADB projects growth of 4.7% in 2027. As a result, the government may be forced to scale back on ongoing public investments, including postponing some infrastructure projects.
Nevertheless, the budget’s growth priorities offer companies clear avenues of opportunity for public-private partnerships building on Cambodia’s existing infrastructure investments while expanding production technology, digital tools for transport and trade, and agricultural processing and storage solutions, among others. As the government advances its growth agenda in line with fiscal targets, project readiness and financing arrangements will be crucial for companies seeking to capitalize on these opportunities.
