U.S. Commerce Department Finalizes Duties on Solar Imports from Indonesia
On September 11, the U.S. Department of Commerce (DOC) finalized antidumping and countervailing duty determinations on solar cells and panels from Indonesia, India, and Laos. U.S. DOC assigned an antidumping margin of 94.36% to Indonesian producers, while countervailing duty rates for Indonesian producers ranged from 73.2% to 173.7%. The investigations found that producers in the three countries sold products in the United States below fair value and benefited from government subsidies.
The determinations could increase the prices of Indonesian solar manufacturers exports to the United States and affect companies whose regional supply chains involve Indonesian production. The U.S. International Trade Commission is scheduled to make its final injury determination on October 14, 2026. If the Commission reaches an affirmative determination, U.S. DOC is expected to issue final duty orders in November 2026.
