Cambodia Rice Export Strategy: Enhancing Cambodia’s Rice Production and Exportation

On August 28, Cambodia launched the “Milled Rice Market Expansion and Export Diversification Strategy 2025–2027,” a five-year roadmap aimed at strengthening its global presence in the rice sector. The strategy focuses on improving export quality, diversifying rice production, and expanding into new international markets. 

Led by the Ministry of Commerce, the strategy addresses challenges in the rice industry and leverages trade agreements to boost regional and global exports. It also seeks to enhance market access through institutional procurement mechanisms and future trade partnerships. 

The strategy employs a dual approach: the Ministry of Commerce will tackle trade barriers, reform export policies, and promote regional integration, while the Ministry of Agriculture, Forestry, and Fisheries will build local production capacity. In collaboration with the Cambodia Rice Federation and public-private partnerships, the plan supports rice milling, logistics, Agri-Tech innovation, and branding—key drivers of Cambodia’s agricultural modernization.
