Vietnam Deepens International Cooperation in Defense and Security
Beyond high-level U.S. government engagements in the defense space, Vietnam continues to deepen its global partnerships through new defense and security agreements that advance domestic industry development while preserving its neutral foreign policy.
In Hanoi, Defense Minister Phan Van Giang and Turkey’s defense industry chief Haluk Görgün signed an MoU to enhance defense cooperation, with Giang reaffirming Vietnam’s “Four No’s” policy: no alliances, no siding, no foreign bases, and no use or threat of force. Public Security Minister Luong Tam Quang highlighted the importance of technology transfer and equipment development, while Deputy Prime Minister Nguyen Hoa Binh called for stronger, mutually beneficial ties.
In Vientiane, Vietnam and Laos signed an MoU focused on training, logistics, and defense industry collaboration, with Giang pledging continued support for Laos’s defense capacity building.
Meanwhile, Vietnam and the Philippines are expanding coast guard cooperation through delegation exchanges, joint training, and coordinated maritime law enforcement to bolster regional security.
