Earlier this year Timor Leste’s Council of Ministers approved a 2025–2035 Blue Economy Policy and Action Plan, establishing the ocean economy as a formal pillar of the country's sustainable development strategy. That foundation set the stage for the May 25–26 Development Partners Meeting, where PM Gusmão framed the ocean economy as "central to our identity, economy, and geopolitics" and placed it alongside ASEAN integration as a headline theme.

The most concrete investor-facing step came on June 5, when PM Gusmão launched the national Blue Economy Website during National Ocean Week (June 3–8), bringing together ocean policy, maritime sector data, and the action plan in a single accessible platform. The government's consolidation of policy and data into a single investment-facing platform is expected to lower entry barriers for investors.
