Hai Pham
Senior Research Director, Policy & Strategic Initiatives
Hai Pham joined the US-ASEAN Business Council (USABC) in 2014 and is currently the Senior Research Director for Policy & Strategic Initiatives, a position he has held since January 2025. In this role, he oversees key industry portfolios including Health & Life Sciences, Food & Agriculture, Energy, and APEC based out of the Council’s Washington, D.C. headquarters. Prior to his current position, Hai served as the Senior Research Director for Mainland Southeast Asia, focusing on the growth of the Vietnam and Thailand portfolios. Before joining USABC, Hai worked as an International Business & Trade Associate at Teresa Global LLC in Springfield, VA. He holds a B.A. in International Affairs from the Elliott School at the George Washington University.

From 2016 to 2020, Hai supported the work of the SEA Spirit Foundation as its Creative and Graphics Advisor. Prior to joining USABC, Hai worked as an International Business & Trade Associate at Teresa Global LLC in Springfield, VA (formerly Business Management & Education Institute [BMEI]). Hai began his career working as a Program & Research Associate Intern with VietHope in Washington, DC.

Hai holds a B.A. in International Affairs (with a concentration in Conflict Resolution focusing on the South China Sea) and Political Science from the Elliott School of International Affairs at the George Washington University. Hai was born in Hanoi, Vietnam and grew up in Hanoi and Washington D.C. He is fluent in Vietnamese and studied French.
