
Handy is currently serving the Council as Manager for ASEAN, Indonesia, Customs & Trade Facilitation, based in Jakarta, Indonesia. Prior to joining the Council, Handy worked at the ASEAN Secretariat as a Customs Officer, where he facilitated regional policy discussions and coordination among ASEAN Member States (AMS), with a focus on customs enforcement, compliance, and capacity-building activities for AMS customs officials. He is experienced in project management, having successfully implemented various ASEAN customs integration projects and programs funded by ASEAN’s Dialogue Partners. He also contributed to the ASEAN Trade in Goods Agreement (ATIGA) Upgrade Negotiation, supporting AMS in negotiating the trade remedies chapter.
Handy previously served as an International Relations Officer for the Assistant Deputy Minister of Digital Economy at the Coordinating Ministry for Economic Affairs of the Republic of Indonesia. He supported policy coordination efforts to advance the digital economy and e-commerce landscape in Indonesia through activities such as policy development, participation in bilateral and regional dialogues, and engagement with local stakeholders to implement digitalization projects for Small and Medium-sized Enterprises (SMEs).
Handy holds a Master of Arts in International Political Economy (IPE) from the University of Warwick in the United Kingdom, where he specialized in International Trade and Development and was a recipient of the Chevening Scholarship. He also earned a Bachelor of Arts in International Relations from Brawijaya University in Malang, Indonesia, supported by scholarships from the Ministry of Research, Technology, and Higher Education of Indonesia, as well as the Tanoto Foundation.
