Singapore Launches Governance Framework for Agentic AI
On January 22, Singapore's Minister for Digital Development and Information Josephine Teo unveiled the Model AI Governance Framework (MGF) for Agentic AI at the World Economic Forum at Davos, Switzerland. Developed by the Infocomm Media Development Authority (IMDA), the non-binding framework outlines the potential risks posed by agentic AI and emerging best practices to mitigate these risks. As the world’s first framework to address agentic AI governance, the framework builds upon Singapore’s thought leadership in supporting the responsible adoption and development of AI.
With agentic AI systems’ greater potential level of autonomy, the framework identifies four key risk mitigation tactics and maps agentic AI risks across five key categories, including unauthorized actions, data breaches, and disruption to connected systems. It also outlines recommendations related to risk assessment, accountability and human involvement, technical controls, and end-user responsibility. The framework will serve as a living document, open to feedback and case studies as technology evolves. Minister Teo's announcement comes amid Singapore's broader efforts to leverage AI as strategic advantage, including commitments to launch national AI Missions focused on key sectors (advanced manufacturing, connectivity, finance, and healthcare), invest SG$1 billion (US$795 million) in public AI research through 2030, and establish a new National AI Council chaired by the Prime Minister to drive Singapore’s national AI agenda.
